For a music application PA speaker 46hz F3 is actually quite low even for a 15” woofer. Bass note frequencies in music are often actually higher than people realise, a standard 4 string bass guitar lowest note is 41hz and we mainly hear the first harmonic of the lower notes of an electric bass in a full mix, bass fills in around 60-200hz ish for typical rock or country etc. Below 60hz is usually mostly the thud of a kick drum. It’s really only EDM that has meaningful content below 45hz
